Social security benefits can be provided by the person eligible for support and
their relatives, guardians under the Civil Act, youth counselors and youth
guidance personnel under the Basic Youth Act, and those who are actually protecting
the person eligible for support.

The person in charge of affairs of the guarantee institution may apply for benefits
ex officio.

This is to ensure that applicants are not omitted.
