The government is considering allowing dual citizenship for foreign experts and Koreans who have completed the mandatory military service in an attempt to prevent a brain drain and to attract talented professionals. 정부는 고급 두뇌 유출을 막고 재능 있는 전문가들을 끌어 들이기 위해 병역 의무를 마친 한국인과 외국 전문가들에게 이중 국적을 허용할 것을 고려하고 있다.

The government began discussing a proposal to allow dual citizenship for both Koreans and foreigners if they meet certain criteria, the Justice Ministry said yesterday. 정부는 한국인뿐만 아니라 외국인도 일정 조건이 충족되면, 이중 국적을 허용하자는 제안을 논의하기 시작했다고 어제 법무부가 밝혔다.

Easing the nationality law was on the agenda at a meeting yesterday of a special committee on policies for foreigners. 국적법 완화는 어제 열린 외국인 정책 특별위원회의 안건이었다.

The Justice Ministry said the measure was discussed at a second policy meeting on foreigners, which was presided over by Prime Minister Han Duck-soo and attended by ministers and civic experts. 법무부는 장관과 민간 전문가들이 참석한 한덕수 총리 주재의 제2차 외국인 정책 회의에서 그 같은 조치가 논의됐다고 밝혔다. 

Prime Minister Han presided over the meeting at Cheong Wa Dae. It was the second such meeting since May last year, when the government first formed the foreigner policy committee composed of 17 Cabinet ministers and seven members from the private sector. 한 총리는 청와대에서 회의를 주재했다. 지난해 5월 이래 두 번째 회의로서 그때 정부는 17명의 각료와 민간 부문의 7명의 위원을 구성했다.

The committee agreed to further discuss allowing dual nationality for those meeting certain requirements - namely Koreans fulfilling the mandatory military service, and foreigners with proven professional expertise, officials said. 위원회는 병역의무를 마친 한국인과 검증된 전문성을 지닌 외국인들이 일정 조건을 갖추면 이중국적을 허용하기 위해 전향적 논의를 하자는데 동의했다고 관계자는 말했다.

Along with non-Korean foreign residents who want to obtain Korean nationality in addition to their original citizenship, many ethnic Koreans holding foreign passports have sought dual nationality. 원래 국적과 함께 한국 국적을 추가로 취득하기 원하는 외국에 거주하는 비 한국인과 함께, 외국 영주권을 가지고 있는 많은 한국 동포들이 이중국적을 바래왔다.

Under the current law, Koreans who obtained dual nationality when they were younger than 20 have to relinquish one nationality before they become 22 years old. If they obtained the dual status after the age of 20, they should give up one within two years. 현행법상 20세 이하일 때 이중국적을 취득한 한국인은 22세가 되기 전에 하나의 국적을 택해야 하고, 만일 20세 후에 이중 국적을 취득하면 2년 내에 하나를 포기해야 한다.

Foreigners are also required to discard their original nationality within six months of naturalization. 또한 외국인의 경우는 국적 취득 6개월 내에 원래의 국적을 버릴 것이 요구된다.

The prohibition has been blamed for an increasing number of citizens, especially gifted manpower, dropping their Korean nationality in favor of foreign citizenship. 그 같은 제한은 증가하는 국적 취득자의 숫자 때문에 비난을 받아왔고 외국 국적을 선호하는 한국인의 국적을 상실시켜왔다.
