Overseas Koreans with nationality of country B applied for 

a visa for overseas Koreans.

B국 국적의 재외동포 乙은 재외동포 사증발급을 신청하였다.

The Minister of Justice considered the fact that a large number 

of illegal immigrants among foreigners staying with employment 

status are simple skilled workers.

법무부장관은 취업자격으로 체류하는 외국인 중 불법체류자의 상당수가 단순기능인력인 점을 고려했다.

In addition, it was considered that the number of foreigners working non-professional or visiting employment in countries where many

 illegal immigrants occur.

또한 불법체류자가 많이 발생하는 국가에서 비전문취업 또는 방문취업 외국인의 수가 많다는 점을 고려했다.

Therefore, it is notifying countries where many illegal stays occur.

따라서 불법체류가 많이 발생하는 국가를 고시하고 있다.

Accordingly, the Minister of Justice raised the reason that 

State B is included in the country specified in the above notice.

이에 따라 법무부장관은 위 고시에서 정한 국가에 B국이 포함된다는 이유를 들었다.

In other words, they were asked to submit documents stating 

that they would not engage in employment activities such as simple labor practices.

즉 乙에게 단순노무행위 등 취업활동에 종사하지 않을 것임을 소명하는 서류를 제출할 것을 요구하였다.

There is no arbitrary discrimination over the fact that the Minister 

of Justice has asked 乙 to submit a document stating that he will not engage in 

employment activities such as simple labor practices.

법무부장관이 乙에게 단순노무행위 등 취업활동에 종사하지 않을 것임을 소명하는 서류를 제출하도록 한 것을 두고 자의적인 차별이라고 할 수는 없다.

Therefore, it does not infringe on the equal rights of 乙.

따라서 乙의 평등권을 침해하지는 않는다.
