이 법의 기본 원칙은 첫째, 기부하는 자의 의사에 반하여 기부금품을 모집하여서는 안된다는 것이다.

The basic principle of this law is that first, donations should not be recruited against

the will of the donor.

둘째, 조성된 재원은 지역ㆍ단체ㆍ대상자 및 사업별로 복지수요가 공정하게 충족되도록 배분하여야 한다.

Second, the raised resources should be allocated to each region, group, target, and

project so that the welfare demand is fairly met.

그리고 용도에 맞도록 공정하게 관리ㆍ운용하여야 한다는 것이다.

And it must be managed and operated fairly to suit the purpose.

셋째, 공동모금재원의 배분은 객관적인 기준에 따라 효율적으로 이루어지도록 한다.

Third, the allocation of fundraising resources should be conducted efficiently according

to objective standards.

그리고 그 결과를 공개하여야 한다는 것이다.

And the results should be disclosed.

모금회는 매년 8월 31일까지 다음 각 호의 사항이 포함된 다음 회계연도의 공동모금재원 배분기준을 정하여 공고하여야 한다.

By August 31 of each year, the fundraising association shall establish and

publicly announce the distribution standards for the following fiscal year, including

the following matters:

다음 각호의 사항은 1. 공동모금재원의 배분대상 2. 배분한도액 3. 배분신청기간 및 배분신청서 제출 장소 4. 배분심사기준 5. 배분재원의 과부족(過不足) 시 조정방법

6. 배분신청 시 제출할 서류 7. 그 밖에 공동모금재원의 배분에 필요한 사항 등이다.

The following matters are: 1. Target of allocation of joint fundraising resources 2. Limit

of allocation 3. Period of application for allocation and place of submission

of application for allocation 4. Standards for evaluation of allocation 5.

Adjustment method in case of excess or shortage of allocated

funds 6. Documents to be submitted when applying for distribution 7. Other

matters necessary for distribution of joint fundraising resources.

특별히 모금회는 재난구호 및 긴급구호 등 긴급히 지원하여야 할 필요가 있는 경우에는 별도의 배분기준에 따라 지원할 수 있다.

In particular, the fundraising association may apply in accordance with a

separate distribution standard when there is a need for urgent support such as

disaster relief and emergency relief.
